Federal Engineering to Develop Lincoln County Public Safety Communications System Plan
FAIRFAX, VIRGINIA, January 16, 2017 — Lincoln County, OR has selected Federal Engineering, Inc. (FE) to develop a comprehensive public safety communications system plan to enhance interoperable communications among public safety agencies in the County.
Mr. Ronald F. Bosco, FE’s President and CEO, described the project: “The current public safety communications system in Lincoln County is a 6 site, 5 channel, analog, VHF, simulcast system. Two channels are used for law enforcement, two for fire, and one for County Public Works. There are also two other systems in the County, one used by the Lincoln City Police Department and one used by the Toledo Police Department.”
Mr. Bosco provided more details: “The County Public Safety Communications System Plan developed by FE will describe the utilization of regional channels and need for additional regional frequencies. We will assess the plans for the three communications centers to deal with outages, disasters, or major events including how law enforcement should utilize simulcast frequencies for coordination of major events, or during spontaneous needs such as vehicle pursuits. This will include a Tactical Interoperability Communications Plan (TICP) for Lincoln County and coordination with outside agencies. FE will also identify current gaps in coverage and recommend solutions for improvement. We will document the future communications needs, including evaluating digital vs analog, and technological advances. A risk assessment will be performed to evaluate current systems, determine what will be operational after a major earthquake, and identify how first responders can communicate after an event that disrupts the system. Lastly, FE will recommend additional security enhancements at each site.”
Ms. Virginia Demaris, Emergency Manager for the Lincoln County Sheriff’s Office, said: “We chose Federal Engineering based upon a thorough evaluation of the submitted proposals which included:
