Federal Engineering (FE) is seeking an experienced and highly motivated Land Mobile Radio Project Manager to be a member of an independent public safety communications and systems consulting firm.  The position on the project team focuses on providing project management and technical support during the implementation phase for the upgrade of a wide area, land mobile radio system.

Land Mobile Radio Project Manager responsibilities include but are not limited to:

  • Provide authoritative oversight of all activities in support of the radio project
  • Working closely with our Client, vendors, construction teams, and various project stakeholders
  • Assisting the client PM to schedule meetings, notify attendees, and arrange for on-site visits
  • Working independently and managing multiple tasks as assigned or delegated to project resources
  • Reviewing and making recommendations on the vendor’s project plan and schedule
  • Identifying/communicating risks and offering recommendations for mitigation
  • Facilitating and attending on-site technical meetings
  • Facilitating and attending teleconferenced status meetings
  • Preparing and submitting weekly status reports
  • Preparing and presenting presentations for stakeholders and senior management
  • Collecting, reviewing and providing feedback on vendor-supplied implementation documentation
  • Participating in system design workshops
  • Reviewing and commenting on vendor documentation
  • Attending design review presentations by the vendor
  • Working with our Client and the vendor to identify areas of deficiency, document these areas in a punch list, and provide recommendations to correct the deficiencies
  • Assisting our Client with formal change management processes
  • Providing recommendations to Client related to readiness to move onto the next phase, design reviews, installation oversight, test witnessing and system acceptance
  • Attending factory acceptance testing of the system at the vendor’s facility, acting as Client’s technical advisor
  • Conducting independent inventories of equipment upon delivery and compare the inventory with Client’s purchase order for accuracy
  • Overseeing and actively participate in coverage testing planning and execution
  • Managing system acceptance process and activities
  • Assessing if the vendor has successfully completed all functional tests
  • Making any necessary recommendations for the vendor to correct deficiencies noted by technical staff during the testing
  • Reviewing the final vendor cutover plan and identify deficiencies or areas for improvement to the Client
  • Assisting Client in negotiating final changes to the cutover plan with the vendor
  • Developing punch list items and making recommendations to Client regarding acceptance of the system and cutover
  • Witnessing the cutover to verify execution of cutover procedures and success criteria is satisfied
  • Assessing the delivery of manuals identified in the contract and during the final design review
  • Determining if corrections have been made to the final manuals by the vendor, if required by the contract, after final system acceptance testing and discrepancies are corrected
  • Reviewing and assessing the accuracy of as-built drawings, and making markups and corrections as needed
  • Reviewing training plans and curricula and make recommendations for modifications as necessary
  • Reviewing the vendor’s decommissioning plan and provide feedback as required.
  • Monitoring the transport, delivery and inventory records for the decommissioned equipment.
  • Assisting the Client with the coordination for the removal and disposal of unwanted equipment
  • Conducting a formal review with the project team and the vendor’s project team to assess acceptance of final project deliverables and review all punch list items that have been completed and approved

Preferred Skills / Qualifications:

  • Prior consulting/implementation experience in the land mobile radio field
  • A minimum of 10 years’ experience in the design and deployment of large-scale land mobile radio systems, preferably in a project manager/program manager role
  • Project Management Institute Project Management Professional Certification (PMP)
  • Project Management Institute Agile Certification (PMI-ACP)
  • A Bachelor’s Degree or an Associate Degree in Engineering
  • Experience with the L3Harris land mobile radio systems
  • Ability to understand and speak to industry technologies/technical equipment and issues
  • Ability to develop and maintain positive Client relationships
  • Ability to work with a minimal supervision and to adapt to changing priorities
  • Demonstrated strength in results-oriented goals with the ability to follow through

The Land Mobile Radio Project Manager position is in Carson City, Nevada. Occasional in-state travel as well as travel to vendor facilities is required.

Compensation will be commensurate with experience.


At Federal Engineering, Inc., we’re seeking a qualified regional sales manager to help us market our services to the public safety industry. The ideal sales manager will have a strong understanding of the public safety sales process, excelling at generating leads, building relationships, and closing deals. The candidate must be a quick learner with strong interpersonal skills, and the ability to showcase our offerings in a compelling way. Often tasked with giving presentations, attending networking events, and attending trade shows, it’s essential that our sales manager be personable and professional.

Objectives of this Role

  • Represent our company’s 911 and emergency communication center services, starting with a deep and comprehensive understanding and following with research to identify how our solutions meet needs
  • Meet annual sales quotas through the successful implementation of sales and marketing strategies and tactics
  • Generate leads and build relationships planning and organizing daily work schedule to call on existing or potential sales outlets
  • Develop and implement territory action plan through comprehensive data analysis, and adjust sales techniques based on interactions and results in the field

 Daily and Monthly Responsibilities

  • Maintain working relationships with existing clients to ensure exceptional service and identification of potential new sales opportunities
  • Mine relationships with existing public safety mobile radio clients
  • Identify appropriate prospects, set appointments, make effective qualifying sales calls, and manage sales cycle to close new business in all service categories offered
  • Possess in-depth product knowledge
  • Work with our proposal team to prepare professional, complete, concise and accurate reports, proposals, PowerPoints, and other documentation as required for executive-level presentations
  • Achieve follow-on sales goals by assessing current client needs with the FE Operations team and following a defined selling process with potential buyers
  • Coordinate with other Federal Engineering colleagues to ensure company quotas and standards are being met, understanding the current industry environment, and regular competitor monitoring

 Skills and Qualifications

  • 10 years + in business development or sales within a public safety industry setting
  • Previous employment with 911, CAD, or RMS vendors or consulting firms
  • Excellent communication, interpersonal, problem-solving, presentation, and organizational skills
  • Proficiency with sales management software and CRM
  • Personal integrity
  • Ability to travel at least 33% of the time

Compensation

  • Base Salary (Depending upon experience)
  • Commissions – Paid Quarterly

Assist clients in the design, procurement, and implementation of a 700 MHz LTE system for public safety use. Experience with design and deployment of one or more of the following components of a metro scale or larger: 2G, 3G or 4G cellular network, or WiMAX wireless network technologies. Additional experience with public safety land mobile radio, TETRA, iDEN or other advanced digital wireless communications technologies is a plus.

Degree from an accredited college or university in Engineering, Computer Science, Electronics is required. Or, a related field plus qualifying experience: Master’s Degree plus 2 years’ experience, Bachelor Degree in Engineering plus 5 years’ experience, or a Technical Degree plus 10 years’ experience. Project Management certification and/or Professional Engineering Registration is a plus.

Assist clients in the design, procurement, and implementation of E911/NG9-1-1 systems and emergency communication centers. Significant experience in the planning, design, and construction of public safety dispatch centers and integration of E911/NG9-1-1 systems, including Computer Aided Dispatch (CAD), Public Safety Records Management Systems (RMS), Geographic Information Systems (GIS), and other critical dispatch and command center technologies is required. Recent experience with Emergency Communication Centers (ECC) consolidation and modernization programs as well as public safety land mobile radio communications system design and implementation is a plus. Previous experience in a consulting position is helpful but not necessary.

Strong background in public safety mobile radio (PSMR).  A minimum of ten years experience.  Ability to perform needs assessments, user surveys, site surveys, coverage analyses, interference analyses, channel planning, tradeoff analyses, system designs, and generate RFPs.  Experience with the state and/or local government procurement processes including vendor prebid conferences, vendor site visits, development of proposal evaluation criteria and methodologies, proposal evaluations, vendor best and final presentations, and contract negotiations.

Detailed knowledge of analog and digital radios, conventional and trunked radios, operation in the VHF, UHF, 150 MHz, 700 MHz, and 800 MHz frequency bands.  Working knowledge of PSAPs and dispatching centers would be a plus including consoles, CAD, AVL, GIS mapping, 911, and E911 systems.


Expert in utility and transportation systems land mobile radio systems.  A minimum of ten years experience.  Ability to perform needs assessments, user surveys, coverage analyses, interference analyses, channel planning, tradeoff analyses, system designs, and generate RFPs.  Experience with utility and transportation company procurement process including vendor prebid conferences, vendor site visits, development of proposal evaluation criteria and methodologies, proposal evaluations, vendor best and final presentations, and contract negotiations.

Detailed knowledge of analog and digital radios, conventional and trunked radios, operation in the VHF, UHF, 150 MHz, 700 MHz, and 800 MHz frequency bands.  Working knowledge of dispatching centers would be a plus including consoles, CAD, AVL, and GIS systems.


Background in microwave communications systems with emphasis on land mobile radio system backbones. Minimum of 15 years experience in route design, link performance analyses, and frequency planning. Strong knowledge of IP/Ethernet transport systems as well as synchronous and plesiochronous digital hierarchies. Ability to perform site surveys, tradeoff analyses, and system designs, as well as generate technical specifications.


Communication consultant with strong knowledge in voice and data systems. A minimum of ten years experience in telephony systems including key systems, PBXs, voice over IP (VoIP) technologies, and central office based services. Detailed understanding of the issues surrounding VoIP implementations including routers, LANs, WANs, cabling, security, powering of instruments, network QoS, impacts on E911, and systems compatibility. Ability to perform needs assessments, user surveys, system designs, and generate RFPs.
