FE is seeking an experienced Proposal / Technical Writer to join our national team. You will collaborate with Proposal Managers and the Capture Group Senior Manager to write proposals in response to competitive Requests for Proposals (RFPs) in our key market segments. You will create and help maintain baseline content for use in future capture documents and work closely with our public safety wireless and 9-1-1 subject matter experts to prepare technical reports for strategic government clients. Although your preferred work location will be our headquarters in Fairfax, Virginia, it may be possible for you to work from your home office. We are looking for a talented person who wants to become part of our innovative, fast-growing company.

Responsibilities Include: 

Proposal Development

  • Write standard and customized proposals in our market segments: public safety wireless, 9-1-1, Computer Aided Dispatch, Records Management Solutions, Emergency Communications Center Studies, and other related opportunities
  • Coordinate and develop proposal content with subject matter experts
  • Generate statements of work as required to support proposals and contract negotiations
  • Oversee development of tailored proposals containing specific win themes and discriminators
  • Maintain compliance and adherence to RFP deadlines and requirements
  • Participate in quality assurance reviews of proposals prepared by others
  • Participate in the continuous improvement of the capture process, content creation, and best practices in the process/workflow
  • Support the Capture Group Senior Manager as required to respond to new business opportunities
  • Work with our Operations team members as required to develop proposals

Technical Writing

  • Collaborate with our Operations team members at project initiation to identify audiences, key themes, and content development strategies to address target audience needs
  • Work with our Operations team members to develop format, content, graphics, and presentation of deliverables
  • Write and prepare technical documentation using outlines and resources provided by our Operations team members
  • Consolidate, format, and edit project reports written by our subject matter experts to enhance readability and the overall “development of the story” to meet the needs of the intended audience
  • Apply knowledge of best-practice writing standards and corporate standards to ensure quality and consistency of the firm’s branding in client reports

Marketing Communications

  • Develop marketing brochures, slick sheets, web content, and client presentations
  • Work with our graphic designer to create effective marketing, proposal, and technical report graphics

Required Skills / Qualifications:

  • Bachelor’s Degree in Technical Writing, Marketing Communications, English, or related field
  • At least five years of experience in business proposal and/or technical writing activities
  • Public safety professional consulting or solutions firm background preferred

Preferred Skills / Qualifications:

  • Strategic thinker with excellent writing, organizational, analytic skills, and strong attention to detail
  • Ability to understand and speak to new industry technologies/technical equipment

Relevant writing samples will be required.

Compensation will be commensurate with experience. Applicants must be legally authorized to work in the United States.


    Strong understanding of the public safety mobile radio and wireless market. Excel at generating leads, building relationships, and closing deals. Quick learner with strong interpersonal skills and the ability to showcase our offerings in a compelling way. Often tasked with supporting proposal development, giving presentations, attending networking events, and attending trade shows.

    Objectives for this position

    • Represent our company’s land mobile radio, wireless, and microwave consulting practice, starting with a deep and comprehensive understanding and following with research to identify how our solutions meet needs
    • Meet annual sales quotas through the successful implementation of sales and marketing strategies and tactics
    • Generate leads and build relationships; planning and organizing daily work schedule to call on existing or potential sales outlets
    • Develop and implement action plan through comprehensive data analysis, and adjust sales techniques based on interactions and results in the field
    • Understand the competition and develop knockoffs to sell against them
    • Possess in-depth knowledge of the current and emerging wireless/LMR/microwave products and how they relate to Company’s consulting service offerings

    Primary Responsibilities

    • Generate sales of Company’s consulting and implementation support services in the wireless/LMR/microwave markets
    • Maintain working relationships with existing clients to ensure exceptional service and identification of potential new sales opportunities
    • Identify appropriate prospects, set appointments, make effective qualifying sales calls, and manage sales cycle to close new business in all service categories offered
    • Work with our proposal team to prepare professional, complete, concise and accurate proposals and presentations
    • Perform regular win/loss reviews and develop strategies to improve win rate

     Skills and Qualifications

    • 15+ years in business development or sales within the public safety industry setting
    • Previous employment with public safety radio manufacturers, system integrators, services suppliers, or consulting firms
    • Excellent communication, interpersonal, problem-solving, presentation, and organizational skills
    • Proficiency with sales management software and CRM
    • Personal integrity
    • Ability to travel at least 33% of the time

      Full time position, anticipated late 2020 opening. Candidates must be located in the metro Washington DC area, no relocation or travel assistance will be provided.

      Required qualifications include but are not limited to:

      • Strong background in technical project management of P25 land mobile radio (LMR) communications systems.
      • Minimum of ten years’ experience with program management, quality management, and business continuity planning.
      • Ability to work on client premises to provide project management, including planning, progress tracking, reporting, asset management, stakeholder communications, identification of project efficiencies, and vendor oversight.
      • Experience with government LMR communications systems, multi-agency interoperability, and government procurement processes, including requirements definition and acquisition support.
      • Project Management Professional (PMP) certification preferred.
      • Detailed knowledge of emerging LMR and LTE technologies, analog and digital radios, conventional and trunked radios, operation in the VHF, UHF, 150 MHz, 700 MHz, and 800 MHz frequency bands.
      • Experience working with or managing radio systems on behalf of federal government clients a plus.
      • Demonstrated excellent verbal and written communication skills.


        FE is currently seeking a part-time Graphic Designer with exceptional creative and detail-oriented skills. Will provide support in the development of targeted proposal graphics, presentations, web graphics, marketing collateral, and technical reports. Can be a part-time employee, independent, or subcontractor. Location can be your virtual office or our Fairfax, Virginia headquarters.

        Responsibilities

        • Support the development of innovative and process-oriented graphic designs to enhance proposal messaging and communication.
        • Collaborate on and help implement interview PowerPoint presentations or similar to graphically enhance communications.
        • Design and develop graphics and select photos for marketing slick sheets and capability statements.

        Required Skills & Experience

        • Three to five years of experience in a professional setting; government consulting industry experience a plus.
        • Intermediate to advanced level skills in Microsoft Word and PowerPoint (current platforms), and Adobe InDesign, Illustrator, Photoshop or similar graphic design software.
        • Creative and artistic skills are a must to translate proposal content into conceptual graphical representations.
        • Must provide a design portfolio that demonstrates a range of strong graphic design and illustration skills.
        • Requires skill in collaboration with senior management, and use of judgment to recognize, evaluate, and propose solutions.
        • Requires strong multi-tasking and time management skills to meet critical deadlines.

          At Federal Engineering, Inc., we’re seeking a qualified regional sales manager to help us market our services to the public safety industry. The ideal sales manager will have a strong understanding of the public safety sales process, excelling at generating leads, building relationships, and closing deals. The candidate must be a quick learner with strong interpersonal skills, and the ability to showcase our offerings in a compelling way. Often tasked with giving presentations, attending networking events, and attending trade shows, it’s essential that our sales manager be personable and professional.

          • Identify appropriate prospects, set appointments, make effective qualifying sales calls, and manage sales cycle to close new business in all service categories offered

          • Achieve follow-on sales goals by assessing current client needs with the FE Operations team and following a defined selling process with potential buyers
          • Coordinate with other Federal Engineering colleagues to ensure company quotas and standards are being met, understanding the current industry environment, and regular competitor monitoring

            Assist clients in the design, procurement, and implementation of a 700 MHz LTE system for public safety use. Experience with design and deployment of one or more of the following components of a metro scale or larger: 2G, 3G or 4G cellular network, or WiMAX wireless network technologies. Additional experience with public safety land mobile radio, TETRA, iDEN or other advanced digital wireless communications technologies is a plus.

            Degree from an accredited college or university in Engineering, Computer Science, Electronics is required. Or, a related field plus qualifying experience: Master’s Degree plus 2 years’ experience, Bachelor Degree in Engineering plus 5 years’ experience, or a Technical Degree plus 10 years’ experience. Project Management certification and/or Professional Engineering Registration is a plus.

            Requirements include strong written and verbal communications skills, ability to work as part of a team, delivering on-time performance, exceeding customer expectations, and demonstrating personal accountability and integrity.


              Assist clients in the design, procurement, and implementation of E911/NG9-1-1 systems and emergency communication centers. Significant experience in the planning, design, and construction of public safety dispatch centers and integration of E911/NG9-1-1 systems, including Computer Aided Dispatch (CAD), Public Safety Records Management Systems (RMS), Geographic Information Systems (GIS), and other critical dispatch and command center technologies is required. Recent experience with Emergency Communication Centers (ECC) consolidation and modernization programs as well as public safety land mobile radio communications system design and implementation is a plus. Previous experience in a consulting position is helpful but not necessary.

              Degree from an accredited college or university is required in Engineering, Computer Science, Electronics or a related field plus qualifying experience: Master’s Degree plus 2 years’ experience, Bachelor Degree in Engineering plus 5 years’ experience, or a Technical Degree plus 10 years’ experience.                 Strong background in public safety mobile radio (PSMR).  A minimum of ten years experience.  Ability to perform needs assessments, user surveys, site surveys, coverage analyses, interference analyses, channel planning, tradeoff analyses, system designs, and generate RFPs.  Experience with the state and/or local government procurement processes including vendor prebid conferences, vendor site visits, development of proposal evaluation criteria and methodologies, proposal evaluations, vendor best and final presentations, and contract negotiations.

                Detailed knowledge of analog and digital radios, conventional and trunked radios, operation in the VHF, UHF, 150 MHz, 700 MHz, and 800 MHz frequency bands.  Working knowledge of PSAPs and dispatching centers would be a plus including consoles, CAD, AVL, GIS mapping, 911, and E911 systems.


                  Expert in utility and transportation systems land mobile radio systems.  A minimum of ten years experience.  Ability to perform needs assessments, user surveys, coverage analyses, interference analyses, channel planning, tradeoff analyses, system designs, and generate RFPs.  Experience with utility and transportation company procurement process including vendor prebid conferences, vendor site visits, development of proposal evaluation criteria and methodologies, proposal evaluations, vendor best and final presentations, and contract negotiations.

                  Detailed knowledge of analog and digital radios, conventional and trunked radios, operation in the VHF, UHF, 150 MHz, 700 MHz, and 800 MHz frequency bands.  Working knowledge of dispatching centers would be a plus including consoles, CAD, AVL, and GIS systems.


                    Background in microwave communications systems with emphasis on land mobile radio system backbones. Minimum of 15 years experience in route design, link performance analyses, and frequency planning. Strong knowledge of IP/Ethernet transport systems as well as synchronous and plesiochronous digital hierarchies. Ability to perform site surveys, tradeoff analyses, and system designs, as well as generate technical specifications.


                      Communication consultant with strong knowledge in voice and data systems. A minimum of ten years experience in telephony systems including key systems, PBXs, voice over IP (VoIP) technologies, and central office based services. Detailed understanding of the issues surrounding VoIP implementations including routers, LANs, WANs, cabling, security, powering of instruments, network QoS, impacts on E911, and systems compatibility. Ability to perform needs assessments, user surveys, system designs, and generate RFPs.
