Essex County Selects Federal Engineering for Radio Consulting

FAIRFAX, VIRGINIA, December 19, 2016 — The County of Essex, VA has chosen Federal Engineering, Inc. (FE) for consulting services in support of a new radio communications system for its first responders.

Mr. James W. Brann, Chief of Emergency Services for the County provided an overview: “On December 1, 2015, a Memorandum of Understanding between the County of King and Queen and the County of Essex established the Upper Middle Peninsula Regional Radio System. The Upper Middle Peninsula Regional Radio System received best and final offers from Tait Communications and Harris Communications to implement the regional system. It was decided that each participating jurisdiction would contract separately with their respective consulting firms to ensure that the needs of each would be met. The contract should provide, at a minimum, the following phases as needed by the participating jurisdiction:

  • Development of system functional and performance specifications
  • Preparation of an RFP, if required, for acquisition and implementation of the system
  • Support the solicitation, evaluation, and award of vendor contracts
  • Assess vendor system designs, implementation, testing, and acceptance plans
  • Provide post implementation services

Essex County selected Federal Engineering to represent its needs and provide guidance and technical support.”

Mr. Ronald F. Bosco, FE’s President and CEO, said: “Federal Engineering has been providing radio and PSAP consulting services to jurisdictions throughout the Commonwealth of Virginia for over three decades. We applaud Kind and Queen County and Essex County for joining forces to form a shared regional radio system. In doing so, interoperability will be improved while driving costs down. In addition, by sharing assets, technology refresh cycles can be shortened allowing the counties to enjoy new technologies as they emerge.”

Mr. Bosco went on: “FE will provide the best possible consultation, advice, and services to Essex County based upon proven methodologies and the highest standards in the communications consulting industry. Our overall experiences in regional radio network design, planning, estimating, solicitation development, vendor selection, negotiations, installation inspection, project management, and quality assurance will prove invaluable to Essex.”
