The City And County Of San Francisco Awards Federal Engineering $1.1 Million Contract For Public Safety Mobile Radio Consulting

FAIRFAX, VIRGINIA, January 25, 2010 — The Bay Area Urban Area Security Initiative (UASI) and the City and County of San Francisco as the fiscal agent for the Bay Area UASI Grant Program, have awarded Federal Engineering, Inc. (FE) a $1.1 million contract to provide public safety mobile radio consulting services in support of the Bay Area Regional Interoperable Communications System (BayRICS). BayRICS will allow first responders throughout the Bay Area to communicate on a day-to-day basis as well as in response to major disasters. Over 100 cities and townships, including the 3 major cities of San Francisco, Oakland, and San Jose will be served by the BayRICS network.

BayRICS will be a “system of systems” or interconnection of subsystems within the Bay Area counties. Jurisdictions participating in BayRICS will retain their own governance agreements but engage in Memorandums of Understanding for seamless roaming between networks. BayRICS will leverage investments in existing communications equipment, backhaul networks such as BAYLOOP, and existing towers to build a multi-agency, multi-county, multi-discipline public safety communications network for land, mobile, radio, voice and data.

Mr. Ronald F. Bosco, FE’s President, described the program: “FE will work with the 149 jurisdictions that make up BayRICS to develop request for proposals (RFPs) to implement BayRICS. FE will also develop a business plan and a multi-phased project program for BayRICS including assisting with procurement, implementation and cutover strategies. FE, working with the winning public safety communications vendor and UASI Interoperable Communications Project Team, will coordinate the upgrade, enhancement and integration of existing communications and backhaul networks deployed by the participating agencies so as to reuse them in the new system of systems. This maximizing of current systems and components will ensure the best return on investment for governments, provide the lowest costs, and mitigate environmental issues. “
