Surry County, VA Chooses Federal Engineering for Radio System Upgrade

FAIRFAX, VIRGINIA, September 13, 2021 – Surry County, Virginia has selected Federal Engineering, Inc. (FE) to assist in the replacement of their mission critical public safety wireless land mobile radio communications system.

Ms. Melissa Rollins, County Administrator for Surry said: “Surry County completed a study in September of 2019 that recommended we procure and implement a new 700/800 MHz 4 channel TDMA simulcast system. We have contracted with FE to provide technical support for the procurement of this new system.”

Mr. Brad Barber, FE Director said: “Federal Engineering will revisit the requirements identified in the 2019 report and update them as needed, based on current County needs. FE will then schedule FETeamCoverage™, our interactive coverage workshop delivered via the internet. As radio coverage is modeled and gaps are indicated, our subject matter expert will interactively, and in real-time, adjust the model and display the effects of changing site equipment, placing additional sites in the network, and the impact of spectrum decisions.”

Mr. Barber continued: “Technical specifications will be developed incorporating the result of our coverage analysis and the specifications integrated into an RFP package. In addition, FE will assist the County by providing the following support activities:

  • Develop an RFP vendor compliance matrix
  • Develop scoring evaluation criteria
  • Evaluate vendor proposals
  • Prepare a vendor proposals evaluation workbook
  • Attend a proposal review meeting and vendor presentations
  • Provide subject matter expert support via conference call to County vendor selection committee
  • Attend final vendor selection meeting via conference call

After County notification of award to the selected vendor, FE will provide the County with experienced contract negotiations support.”

Mr. Ray Phelps, Chief of Emergency Management stated: “We look forward to working with FE to secure a new radio system that not only creates interoperability with surrounding jurisdictions but increases the level of communications with our first responders which will allow us to provide a better service to the citizens of Surry County.”
