Federal Engineering Awarded Operations Planning And Training Contract By The State Of Minnesota

FAIRFAX, VIRGINIA, September 1, 2011 — the state of Minnesota has awarded Federal Engineering, Inc. (FE) a contract to provide operational planning and training for the Allied Radio Matrix for Emergency Response (ARMER) network cross spectrum interoperability overlay.

Ms. Jackie Mines, Director of Emergency Communication Networks, a division of the Minnesota Department of Public Safety, described the project: “As part of the ARMER project, Minnesota is implementing a supplemental cross spectrum interoperability system (“Interop System”) to provide public safety interoperability with conventional public safety communication resources.”

Ms. Mines continued: “Radio -over-Internet protocol (RoIP) gateways will be deployed connecting VHF radio equipment at 109 of the 328 ARMER base radio sites.” Federal Engineering has been retained to provide professional consulting services to develop an operational plan for the Interop System. This plan will include operational policies and procedures and define how the various elements of the Interop System will be used to provide cross- spectrum interoperability for public safety agencies throughout the state using ARMER and non-ARMER radio systems. The project encompasses the development of learning objectives and a training program to support the implementation of the plan. Training sessions will be conducted so that state agency trainers can prepare practitioners in the use of the system.
