Federal Engineering Awarded A Contract By Hot Springs To Develop A Mobile Radio Strategic Plan And Acquire A System

FAIRFAX, VIRGINIA, January 25, 2016 — The City of Hot Springs, Arkansas has awarded a contract to Federal Engineering, Inc. (FE) to develop a mobile radio strategic plan and assist the City in the procurement of a new radio system for its public safety and public service radio users.

Mr. Ed Davis, Hot Springs Fire Chief said: “The City of Hot Springs requires consulting services for the establishment of a new interoperable radio communications network. This network will support the voice communications needs of all city departments, allied agencies and other public entities. The network will give priority to the communications needs of the City’s first responders and allow all City departments to communicate seamlessly with one another. The network must also have the capacity to be expandable to include other allied agencies and governmental entities operating within Garland County, Arkansas.”

Mr. Davis continued: “The chosen consultant will work closely with the City and have a major impact upon this upgrade project. We went through a rigorous procurement process to ensure that the selected consulting firm met the following requirements:

  • The specialized experience and technical competence with respect to land mobile radio
  • The capability to perform the required work including specialized services, within our timeframe
  • Past performance record with respect to cost control, quality of work and ability to meet schedules
  • The firm’s familiarity with unique conditions in the Hot Springs area
  • The ability to attend meetings, assist in presentations, and attend conferences

Federal Engineering met or exceed our requirements as demonstrated in the firm’s proposal and presentation. The enthusiastic responses from the firm’s client references confirmed our decision to select FE.”

Mr. Ronald F. Bosco, FE’s President and CEO, provided a vignette of the project: “In Phase 1, FE will conduct a comprehensive analysis of the City’s current and future radio communication needs. This information will be used to generate a strategic plan for the City to review. Upon acceptance of the plan, FE will generate functional and performance specifications for inclusion in a request for proposal to acquire the new radio system. We will provide assistance throughout the procurement process including proposal evaluations and contract negotiations. During Phase 2, Implementation, FE will be available to serve as the project manager providing oversight of system engineering, component acquisition, construction, installation, infrastructure development, and testing. FE’s participation will ensure that the vendor supplied network and associated devices are operational, dependable and meet the issued specifications.”
