FAIRFAX, VIRGINIA, May 3, 2010 — The State of Iowa has awarded Federal Engineering, Inc. (FE) a two year contract to provide an Interim Statewide Interoperability Coordinator (SWIC) to for planning, coordinating, and directing statewide communications interoperability activities for the Iowa Statewide Interoperability Communications System Board (ISICSB).
Mr. Ronald F. Bosco, FE’s President, described the contract: “The ISICSB was established by legislative act and became law effective July 1, 2007. The law specifies that the ISICSB shall develop, implement, and oversee policy, operations, and fiscal components of communications interoperability efforts at the state and local levels, and coordinate with similar efforts at the federal level, with the ultimate objective of developing and overseeing the operation of a statewide integrated public safety communications interoperability system. Under the direction of the ISICSB, the FE Consultant will be responsible for directing the development, coordination and administration of the statewide emergency telecommunications interoperability initiatives for state, regional and municipal public safety organizations.”
“Over the past two years, Federal Engineering has worked with the State of Iowa and developed working knowledge of our public safety communications environment,” indicated Captain Todd Misel of the Iowa Department of Public Safety and the ISICSB Chairperson. Captain Misel added: “FE was selected through a competitive process and demonstrated their knowledge of the principles, practices, and objectives of local, regional, and state public safety communication system plans. The firm’s background with applicable Federal Communications Commission rules and regulations and multi-state experience with wired and wireless telecommunications networks was also a plus. FE’s proven record of achieving consensus and cooperation among disparate groups with diverse regional, discipline-specific backgrounds (e.g. police, fire, emergency medical, emergency management) was a key factor in the firm’s selection. This effort requires team-building and successful collaboration between individuals and groups. The ability to establish and maintain effective working relationships with associates, public officials and general public is a necessity.”
