Orange County Awards Contract for Radio Communications Interoperability and System Consulting Services to Federal Engineering

FAIRFAX, VIRGINIA, December 5, 2016 —Orange County, NC has selected Federal Engineering, Inc. (FE) to provide professional consulting, planning, and facilitation services relative to its short and long-term radio communications and interoperability needs.

Ms. Dinah Jefferies, Emergency Services Director said: “Federal Engineering has been supporting Orange County since 2012 with radio consulting services. Their experience and understanding of our environment was evident in their response to our most recent request for proposals. Our proposal evaluation criteria included general requirements, prior experience and references, qualifications of firm and staff, project schedule and work plan, project approach, and cost. FE consistently rated superior in these categories and was the clear choice for Orange.”

Mr. Ronald F. Bosco, FE’s President and CEO, described the project: “The Orange County Emergency Communications Center currently dispatches law enforcement, fire, EMS, and all County and local municipality radio users. The County is currently using the state owned and operated P25 trunked 800MHz VIPER system. Orange operates a VHF voice- tone paging system used to page fire departments. In addition, there are numerous other radio systems in operation within the County that are in various stages of aging.

Orange County requires strategic and tactical plans that will review and analyze the current and future requirements for all law enforcement, fire, EMS, public works, schools, planning/inspections, transit, and other County and local government radio users. These plans must meet short and long-term interoperability needs and address issues such as capacity, coverage, and features. FE will also outline how the recommended systems will migrate towards and integrate with future technologies.

The output of FE’s work will be the development of a vendor-neutral request for proposal (RFP) based upon the recommendations made by FE and approved by the County. Federal Engineering’s vendor neutrality is very important to Orange County as demonstrated by previous projects that have resulted in contract awards to virtually every major mobile radio vendor. FE’s proven RFP approach will encourage innovation and a competitive bidding environment.”
