Oklahoma Selects Federal Engineering for Comprehensive Statewide Radio Strategic Plan

FAIRFAX, VIRGINIA, March 28, 2022 – The State of Oklahoma, through the Land Mobile Radio Public Safety Interoperability Cooperative (LMRPSIC), has selected Federal Engineering, Inc. (FE) to develop a statewide public safety communications strategic plan.

Oklahoma’s House Bill 2319 directs the LMRPSIC to design and implement a strategic plan for a statewide interoperable radio communications system in collaboration with all state agencies, political subdivisions and others that manage or maintain a public safety radio system in the state. The plan is to include any statutory changes and funding necessary to implement and maintain the system.

Mr. Ronald F. Bosco, President and CEO of Federal Engineering, summarized the project: “The goal of this project is to develop a strategic plan for implementing a sustainable statewide interoperable LMR solution that will support daily and interoperable mission-critical communications among public safety agencies, first responders and other incident response groups. The strategic plan will include an assessment of current radio system technologies and infrastructures used by federal, state, local and tribal agencies. FE will perform a system needs assessment and make recommendations for a statewide solution using a hybrid approach (system of systems). Gateway devices may be included for emergency communications with first responder entities that choose to remain on their existing systems for daily operations. The plan will include estimated one-time capital investment costs that include subscriber units for those jurisdictions being moved to the new system. The plan will also include estimated maintenance and operations costs and future sustainability recommendations that will be used by the State and its strategic partners as a roadmap toward building a statewide interoperable public safety radio system. In addition, the strategic plan will also include recommendations for the management and operation of the Statewide Radio System in the future, including a governance model. We look forward to sharing our lessons learned from the many other state public safety LMR projects.”
