Federal Engineering Selected for Naperville Dispatch Technology Upgrades

FAIRFAX, VIRGINIA, July 18, 2022 – The City of Naperville, Illinois has selected Federal Engineering, Inc. (FE) to complete a Needs Assessment and create a Request for Proposal for the acquisition of a new Computer Aided Dispatch (CAD), Mobile Data Terminal (MDT) and Law Enforcement Records Management (RMS) software.

The CAD and MDT systems will, amongst its other capabilities, be used to dispatch 911 calls out to responders, map the call location in the dispatch center, provide Automated Vehicle Location (AVL) for responders in the field, and provide National Crime Information Center (NCIC) and (LEADS) access within the application.

Mr. Jeffrey Paré, Director of Business Development for Federal Engineering provided vignette of the project: “Federal Engineering will apply the knowledge gained via 2,000+ projects to deliver the five required tasks:

  • Conduct a Needs Assessment – review, evaluate, and document existing systems; determine and document the current and future functional requirements needed; identify deficiencies, as well as propose opportunities for improvements and efficiencies.
  • Develop a Plan of Action for Addressing the Needs Assessment – complete a comprehensive plan of action to select solutions to address the needs identified; prioritize the solution requirements; identify potentials for phase in of solution implementation; suggest time frames for implementing the solution; draft a project plan and estimate costs for potential replacement options including available grant options.
  • Generate a Request for Proposal Document – based on the results of the Needs Assessment and the Plan of Action, create a request for proposal for distribution to prospective vendors for the purchase, installation, implementation, and support/maintenance of a software solution, assisting the City in identifying potential vendors and facilitating questions and responses throughout the RFP process.
  • Assist with the evaluation and selection of a Vendor – assist the City’s User Group in evaluating the proposals received from vendors; coordinating and facilitating on-site demonstrations from vendors and/or potential site visits to agencies using prospective vendor’s systems; final selection of a vendor and implementation plan.
  • Contract Negotiations – assist the City in successfully negotiating a contract with the selected vendor.

Mr. Lawrence Algee, Public Safety IT Manager for the City, said: “The goal of this procurement was to enter into an agreement with a qualified consultant in order to expedite and reduce the risk of procuring, implementing, deploying, and migrating to a new CAD, MDT and RMS system while seamlessly supporting the users and customers.
