Malheur County, Oregon Selects Federal Engineering to Conduct Continuity of Operations Tabletop Exercise
FAIRFAX, VIRGINIA, August 11, 2025 – Representatives from Malheur County, located in Vale, Oregon, have chosen Federal Engineering, Inc. (FE) to conduct a Continuity of Operations Tabletop Exercise for the Malheur County Sheriff’s Office (MCSO). The exercise will evaluate MCSO’s Strategic Communications Plan in response to a simulated wildfire that destroys a radio tower, resulting in the loss of radio communications at the County’s central communications hub. The exercise aims to test interagency coordination, deployment of alternate communications systems, and decision-making under a degraded communications scenario.
Lt. Rich Harriman, Emergency Management/911 Division Commander, explained: “Our primary purpose is to provide public safety services to our community with a professional, courteous, well-trained staff who consistently does the right thing at the right time for the right reasons. As one of the largest counties in Oregon, the partnership between citizens and law enforcement continues to be of great importance. FE is well-versed in the area’s unique environment through previous consulting work in Malheur County and with clients across the State of Oregon.”

The County’s desired end-state is to develop a comprehensive multi-year training and exercise plan, as outlined in the Homeland Security Exercise and Evaluation Program (HSEEP), and continuously test that plan,” concluded Mr. Strom.
