City of Staunton Engages Federal Engineering for CAD/RMS Modernization and Procurement Support

FAIRFAX, VIRGINIA, February 16, 2026 – The City of Staunton, Virginia, has selected Federal Engineering, Inc. (FE) to support the modernization and procurement of its next-generation public safety systems, including Computer Aided Dispatch (CAD), Police Records Management System (RMS), mobile field reporting, and Mobile CAD functionality.

Staunton’s E-911 Center serves as the primary Public Safety Answering Point and dispatch center for multiple agencies, including the Staunton Police Department, Staunton Fire Department, Staunton-Augusta Rescue Squad, Staunton City Sheriff, Augusta County Fire Department, and additional external partners. The City is seeking to replace its existing systems with an integrated platform that improves operational coordination, data integrity, and long-term system sustainability.

FE’s engagement includes business process reviews, stakeholder interviews, workflow documentation, and development of a comprehensive needs assessment. The resulting requirements will form the basis of a competitive, solutions-based procurement. Services will include RFP development, proposal evaluation, and an option for project management and implementation oversight.

Capt. Chad Kauffman, the City’s Project Manager, stated:

“The City selected Federal Engineering based on the firm’s experience supporting local governments through structured, requirements-driven CAD and RMS procurements. The goal is to ensure that our operational workflows, governance needs, and technical requirements are clearly defined before entering the marketplace.”

FE’s approach emphasizes alignment between dispatch operations, records management practices, and mobile workflows, with attention to cybersecurity, interoperability, and future integration with evolving technologies such as NG9-1-1 and advanced analytics.

Mr. Donald Nagle, Vice President of FE’s ECC Practice, commented:

“Replacing legacy CAD and RMS systems is a complex, multi-stakeholder effort. A successful procurement requires careful documentation of operational workflows and a clear definition of system requirements. Our team’s prior experience in public safety operations allows us to bridge the gap between technical capabilities and day-to-day agency needs.”

Federal Engineering is an independent consulting firm specializing in the analysis, design, procurement, and oversight of implementation for mission-critical public safety technologies. The firm provides vendor-neutral advisory services to PSAPs, emergency communications centers, law enforcement agencies, and other public safety organizations nationwide.

Since 1983, FE has supported thousands of communications and public safety projects across the United States and Canada, helping agencies modernize systems while maintaining operational continuity and procurement defensibility.
